Sushi Matsuei
鮨松榮
The only counter in Ibaraki built on 'Joban-mae' — local fish sourced directly from Kuji Port's middleman, served with technique honed across four continents. Skip the sake pairing to stay under budget.
At the Counter
Database curation · not yet visitedOf all the counters mapped in Ibaraki, this is the one that has thought hardest about what its own coast means. Chef Usui Koki coined a word for it — Joban-mae (常磐前), a deliberate echo of Edomae, staking the claim that the Joban coast's own waters deserve the same systematic respect Tokyo Bay once earned. It is an unusually pointed idea for a prefecture whose sushi is mostly market stalls and conveyor belts: the assertion that Ibaraki's sea is a tradition, not just a supply.
The biography behind that idea is genuinely far-flung. Usui trained in Tsukiji and Ginza, then cooked the world's circuit — Trump Tower in New York, then Qatar, New Delhi, and Switzerland — before coming home around 2015 to take over the family shop and rebrand it in 2023. What returned with him is technique applied to local material: hirame, katsuo, and the delicate shirauo (白魚) of the Joban waters, sourced through a middleman at Kuji Port rather than trucked down from a metropolitan hub. His wife works the room as sommelier, pairing sake to the progression.
Set this honestly against the prefecture's other counters. Where Sushi Ono frames its room around a bamboo grove and Sushidokoro Shu offers Toyosu craft a walk from Tsukuba Station, Matsuei's distinction is sourcing philosophy — the most explicit local-water argument in Ibaraki. The nine-seat counter, minutes from Tomobe Station in the pottery town of Kasama, is the natural anchor for a coastal-Ibaraki itinerary.
The honest caution is the bill. Matsuei runs on market pricing, so the headline ¥23,500 can climb past ¥30,000 once the sake pairing is added — exactly the variability that makes this a counter to confirm rather than assume. Ask for the food-only omakase price, and the photography policy, when you reserve. Skip the pairing to stay within the framework's ceiling, and you have the clearest expression of what Ibaraki sushi could be.
